- Focus primarily on education and job training, even if the program also addresses other social issues like homelessness or mental health.
- Have overhead costs below 30% of total expenses.
- Submit a recent audited financial statement (completed by a certified public accountant within the last two years).
- The funding must be used for programs and projects, not for infrastructure or building costs.
